[Kyrgyzpatent has filed the application to the ICANN for creation of one more domain zone – Cyrillic.

The International non profit organization ICANN, regulating the issues of domain zones, IP addresses and other aspects of the Internet functioning has received a new application from Kyrgyzstan. Let me to remind that the application for right redelegation of ‘”.KG” zone administration from a private company to the State has been just examining by this organization. For this once Head of the State Service of Intellectual Property submitted the application aimed at creation for Kyrgyzstan the second domain name in Cyrillic.

The initiative of this kind is not new. Some years before Russia and Bulgaria won the ICANN’s permission for Internet-addresses creation ending not by usual Latin, but Cyrillic symbols. At present such web sites are appearing in the Network; in case of giving OK by the international organization, Kyrgyzstan will be the third country in this list.

- There are some arguments against this initiative, for example, transition of Kazakh people to the Roman alphabet, - Mr. Ulan Melisbek shared his opinion with “Vecherka” reporter. – In other words we would separate culturally from our nearest neighbor. The other counter-argument would be the fact of weak Internet development in Kyrgyzstan and possibility of light confusion among users. However we have recognized Russian as official language, the majority of users speaks Russian, keeps documents and it would be senselessly to deny historical and cultural links with Russia. We have to give opportunity to every wishing person to register domain names in Russian alphabet letters. It is unimportant if such people would numerous or not. The State should provide opportunities and choice to everybody.

For the beginning Kyrgyzpatent leadership applied ICANN to give the abbreviation «КГ» as alternative for KG. However according to Mr. Melisbek, some problems may arise, as the Russian letter «г» is quite similar to the Latin “r”. In this case an application will be filed for the abbreviation registration “KP” – Кыргызская Республика. For example Russia uses the Cyrillic name «РФ».

- After all the Kyrgyz alphabet possesses three special letters, distinguishing our written language from others, – the official says – We may use these letters for our national originality emphasizing. However it is the technical problem, which will be resolved with the ICANN leadership. The process of a permission obtaining for the second domain zone creation and equipment turning will occupy 2-3 years. During this time we will determine the new name and will provide all opportunities for web sites creators and users.
