15/07/2009

As of June 30, 2009, 55 847 industrial property subject matters were registered in Kyrgyzstan, including 3520 inventions and 14 utility models, 3820 industrial designs and 47819 trademarks. 3524 subject matters of copyright and related rights were also registered; national database of authors and works contains 2716 authors and 18255 works. 929 agreements on transfer of rights for industrial property subject matters were registered.

Mr. Ulan Melisbek, Chairman of the State Patent Service of the Kyrgyz Republic cited this data in his speech in the Regional Forum for University Intellectual Property (IP) Coordinators, which was held on June 14-16 in Boseri village, the Issyk-Kul Province.

“This data characterizes a significant potential of intellectual property market in Kyrgyzstan”, - Mr. Melisbek noted.

Mr. Serguei Zotine, Senior Legal Counselor of the Division for Certain Countries in Europe and Asia (WIPO) said: “At present time there is not exact data on the number of patent documents in the world, but it may account 55 million; approximately 70% of inventions appear nowhere, only as patent documents”.

“Obviously, functions of inventions are very important for technical and productional development. One of the main tasks at database maintenanceon patent documents by invention – is to provide access to information for all research centers and scientists”, - Mr. Zotine said.

He also noted that because of the global financial crisis, the number of filed patent documents in the field of inventions has been reduced. “I would like to stress that just rate of growth is being reduced, without negative dynamics. Therefore, the crisis slows down the scientific technical revolution development”, - he said.

Kyrgyzpatent’s officials have assumed that the figure 55 million patent documents may represent the facts. There are 15 674 million documents in the State Patent Fund of the Kyrgyz Republic, presenting database of patent documents from all over the world.

The Forum was organized by the WIPO in cooperation with the State Patent Service of Kyrgyzstan. Discussed themes covered not only issues of registration and protection of IP subject matters, but also funding and support of researches by State and business structures.
