“I don’t think that registration will be done on-line in minutes. Internet is rather inertial and does not depend on a registrar. A registrar will implement all procedures of registration, but information will pass thru the net during a certain time period”, - Mr. Sergei Shmelev, Deputy Director General of Internet provider “ElKat” said today in Bishkek Press Club.

Mr. Sergei Shmelev considers as positive the fact of domain names kg registration by several Internet providers.

“Should any market mechanism appear for domain names payment a user will benefit thanks to competition between providers. It is necessary to note that registration functions may be realized not only by providers, but also by legal persons, with respective technical means and meet all the requirements of the Patent Service of the Kyrgyz Republic”,- Shmelev noted.

“At the same time it is necessary to carefully deal with technical support of domain names base. Earlier a single company had implemented these functions. Now Kyrgyzpatent assumes these functions”.

Answering the question regarding refusals of providers to register any user’s site, Mr. Shmelev said: “Refusals may be given to names already reserved. In the world practice these are domains which relate to state offices or geographical indications. But I am not sure what is going to happen in Kyrgyzstan, that is to say I don’t think that any user would protest because of refusal to register military.kg or osh.kg domains”.

“There are always some mechanisms, which permit to dispute a refusal for registration. In the world practice there are determined rules of domains registration regulated by the international organization – ICAAN. It is important to note that at presence of any limitations for user which violate existing rules, a registrar’s decision may be contested in the international organization”, - Mr. Shmelev concluded.
