The real possibility to obtain consultations and other services concerning with development of technology and innovations promotion, has appeared for inventors, all representatives of scientific communities and students of technical universities of Kyrgyzstan.

The Agreement on creation of the Technology and Innovation Supporting Center, which was signed by Dr. Francis Gurry, Director General of the WIPO and Mrs. Zina Isabaeva, Director of Kyrgyzpatent in Geneva, serves this purpose.

[The kind of new fraud has appeared in Kyrgyzstan. In many countries it would be nonsense, but here nobody wonders.

To steal and to swindle

According to the State Intellectual Property Service, some enterprising people have invented an original way to become rich just in 2004. It is linked with legislative nuances in the field of trademarks protection. As is well-known a registered trademark under its designation should not be duplicated and products under this trademark would be protected.

The State Intellectual Property Service of Kyrgyzstan in 2009 collected for about three million soms for royalties paying, - Mrs. Liudmila Pavlovich, Head of the Press Service informed the correspondent of “KABAR” News Agency.

According to her, every year this sum growth amounts by 10-15 per cent. Among the total number of collected authors works 50 per cent are domestic works and 50 per cent are foreign works.

A new legal entity has been registered in the Ministry of Justice – the Center for the “KG” ccTLD administration under the State Intellectual Property Service of the Kyrgyz Republic. Thus one more crucial step has been made for realization of the Presidential Decree on redelegation of “KG” ccTLD administration functions to Kyrgyzpatent. Mr. Nurlan Bayaman, Director of the Center, narrated on activities of the newly established structure.

The fact that the rules of outdated Soviet legislation, which we got together with the independence have to be changed, I recently witnessed myself. Imagine an employee who for seven years is registered in our office, but have actually worked for two years the longest. But even in this period actually she did nothing. Division’s task, in which she was listed, before the abolition was to review inventions for the possibility of presence of a state secret. For 20 years, by the way, in Kyrgyzstan, such a precedent has not been recorded. Thus, the employee simply did nothing.

The departing year was dynamic and intensive for me. I thank this year, first of all, as during this time I have got invaluable experience of a public institution’s leader and I have seen on the inside the State problems. It was complicated, taking into consideration that I was living a lot of time away from the native country. So, this year it was often necessary to take the bull by the horns in literal sense, making the following critical actions:

- I would name the year of two thousand nine a year of significant changes and the beginning of perspective reforms in our state, which allow us to confidently look in the future and hope for dynamic development of economic capacity of our country, including for the account of improving the system of intellectual property and gradual transition to the innovative economy- economy, based on knowledge.

Since the year beginning Kyrgyzpatent’s officials have checked for about 100 thousand items of audiovisual production, imported to the Republic from foreign countries. None licensed. It means that our Republic is a kind of free economic zone for counterfeit production. Mr. Timur Adilov, Head of the Department for Research and Examination of Products and Goods containing IP, told about changes in this field and how copyright must be protected.

The Round Table on “kg” domain zone administration, which took place last week, was organized by the National Alliance of Business Association (NABA) and ended up with a great discomfiture. Mr. George Sadowsky, the representative of ICANN – the organization managing the Internet addresses - who was invited to participate in this event, recently had to make the declaration that part of his statements during the Round Table (leaked into Kyrgyzstan’s mass media too) were misrepresented or interpreted incorrectly.
