Improvement of information system was discussed in the EAPO headquarter

The seventh meeting of the Standing Working Group on the Information Technologies of the Eurasian Patent Office Administrative Council took place in the EAPO headquarter in Moscow.

Specialists of patent offices from the Azerbaijan Republic, the Republic of Armenia, the Republic of Belarus, the Republic of Kazakhstan, the Kyrgyz Republic, the Republic of Moldova, the Russian Federation, the Republic of Tajikistan and Turkmenistan participated in the work of the Standing Working Group on Information Technologies of the EAPO Administrative Council, which took place on May 25-26, 2010. Mr. Kamchybek Sydykbekov, Head of the Information Systems Division participated in the meeting on behalf of the State Intellectual Property Service of the KR.

Members of the meeting considered the Typical Project, presented by the EAPO, of the Eurasian applications e-filing through national patent offices.

The EAPO SWG AC decided to approve the Typical Project of Eurasian applications e-filling through national patent offices and to accept it as basic for realization.

The EAPO SWG AC took into consideration the notification on providing to patent offices of the EAPC member states of the access to the Internet and decided that minimal speed of connecting should be 256 kbit/s.

In case of possibility to organize connecting of higher speed, it should be chosen on a principle of equal average cost for national patent offices.

The EAPO SWG AC gave hearing information on the work of creation the Portal E-services for the National Patent Offices member state of the EAPC and confirmed prime block. After request introduction of modification in periodicity Web view and data size will realized and discussion with all National Patent Offices.

The PWG AC EAPO took notice of information on approaches unification at using of XML-elements at bibliographic data presentation and full texts for swapping, the Mimosa products using, joint projects and prospects of works development aimed at creation of Eurasian patent information space and development of the EAPO web portal.

The EAPO SWG AC considered information of the Belarus national patent office representative and the EAPO’s representative about experience of IT application and web-publications of e-bulletins of inventions, industrial designs and utility models in the National Center of Intellectual Property of Belarus and Azerbaijan.

The meeting participants approved the EAPO’s work for IT application into national patent offices.

The EAPO representatives informed about their readiness to transfer this technology to other interested patent offices by their request.
