This question was considered on April 1 during the work meeting of Mr. Ulan Melisbek, Director of the State Intellectual Property Service with patent attorneys.
Opening the meeting Mr. Ulan Melisbek noted that nowadays Kyrgyzpatent specialists have prepared the new interface, which would allow to patent officials to file applications for registration of trademarks and service marks without leaving their offices. For that it would be sufficiently to visit the SIPS web-site and to complete a required form, verified by e-signature. Such signature, provided with high protection level, will be given to each patent attorney. The principle of confidentiality will be kept: each patent attorney will have an access only to his/her documents processing.
The innovation allows not only to speed up greatly documents processing but also to provide transparency of Kyrgyzpatent officials’ work, excluding so-called “human factor”. According to Mr. Ulan Melisbek since this question have been discussed with patent attorneys in past year, the Office officials made the necessary operations after preliminary examination how the automation system of applications filing has functioned in patent offices of other countries and just tomorrow they would be ready to start up the new system in test regime.
Head of the Office reminded that the first meeting with patent attorneys, discussed this question, had transformed into an unjustified opposition from some colleagues, and offered to work cooperatively to avoid such conflicts in future. To achieve this situation the Patent Attorney Association should stop being a formal structure; it should be accessible not only for legal persons, rendering patent services but also for persons occupying the patent activity individually. If the Association becomes the collective and effective structure, Kyrgyzpatent is ready to consider a question about the new norm entering into new version of the Law on Patent Attorneys, which should allow to the Association to control patent attorneys’ activities for their professional and ethic standards maintenance.
Participants of the meeting agreed, that automation system of applications filing would admit to patent attorneys to raise lot their work effectiveness but some improvement concerned to document circulation was needed to realize. It was offered to develop these issues in “pilot mode”.
