Kyrgyzpatent applied with official letters to Mr. Zainidin Kurmanov, Speaker of the Jogorku Kenesh, Mr. Abdireiim Kulbaev, Chairman of the Parliament Committee on Economy Development and Mr. Moldobaev, Deputy on damaging of the Office reputation .
Chronology of the events is as follows. This year on January 12 in the Parliamentary Committee Session on Economy Development during consideration of the draft law “On amendments and additions to the KR Law “On Copyright and Related Rights”, Mr. Moldobaev, Deputy brought accusation of Kyrgyzpatent’s officials that they had made ungrounded inspections and impressments of audio-video production in the capital’s video lease saloons. The “Sova” capital video lease saloon was represented as an “injured” from such inspections. Mr. Ulan Melisbek, Director of Kyrgyzpatent, who presented the draft Law in the Parliament, tryed to disprove this accisation, but Mr. Narynbek Moldobaev declared that he had a petrition from above mentioned saloon holder.
Kyrgyzpatent leadership addressed to Mr. Havazov, “Sova” saloon holder, private entrepreneur with a request to clarify this situation. The fact is that Director of the State Intellectual Property Service year ago had issued the Order on prohibition to implement such inspections (this function belongs to financial police according to the law) and to participate in such actions. Soon from “Sova” owner came the response as follows:
“In refer to your letter #01/99 of February 2, 2010, we inform you that the “Sova” video lease saloon’s officials did not give foundation to claim about any inspections and impressments in our network. Therefore your reference to us, mentioned in your letter we considere as groundless”. This response induced Kyrgyzpatent’s officials to address to the Deputy Corps and personally to Mr. Moldobaev for refutation of unreliable information.
“It should be noted, that in this session, in addition to Jogorku Kenesh’s Deputies and Kyrgyzpatent’s officials, representatives of the Apparatus of the Kyrgyz Republic President, Apparatus of the Kyrgyz Republic Government, ministries, offices, as well as mass media representatives participated, and such statement of the Deputy damaged the Office reputation in whole” - mentioned in the letter addressed to the Speaker, Chairman of the Committee and to author of this statement
