On March 3, 2010 as said Mr. Michal Svantner, Director of the Division for Certain Countries in Europe and Asia of the World Intellectual Property Organization during a meeting of the WIPO delegation with Mrs. Cholpon Bayekova, Vice-Speaker of Jogorku Kenesh.
He noted that the Kyrgyz legislation in the field of intellectual property is one of the most progressive in the former Soviet Union. And not every developed country can boast with the adoption of such regulations as the Law “On protection of traditional knowledge”.
The meeting was also attended by representatives of the parliamentary committees on economic and social policies, as well as on education, culture and sport. Kyrgyzpatent was represented by Mr. Bakyt Kenenbaev, State Secretary of Kyrgyzpatent, Mr. Bakyt Samakov, Head of the Department of Law and International treaties and Mrs. Gulnaz Asakeeva, senior specialist.
Mrs. Cholpon Tursunkulovna noted that in recent years in Kyrgyzstan has been increasingly focusing on intellectual property, and this is mainly because of the efforts of Mr. Ulan Melisbek, current Head of the IP office and his team. We are just beginning to get rid of stereotypes of the Soviet past, when eberything belonged to the state, and the word “property” was of a negative sense. In 2009, the Parliament, together with Kyrgyzpatent did much to refine the legislation in the field of intellectual property. And now, when considering the future work on the establishment of a National IP strategy, the Parliament will play an important role in the formation of such a legal framework that will contribute to its success.
In turn, a WIPO consultant Ron Marchant said that the success of the strategy is very important to an understanding of the necessary changes. For example, in Britain, where he successfully implemented a similar strategy, such an understanding by government, business and academia has allowed to implement the strategy without significant financial cost.
