The Ministry of Justice of the KR is open to cooperation for the Strategy of intellectual property development

Mr. Kurmantai Abdiev, Head of Office, declared this on March 3, 2010 during the meeting with the WIPO delegation and Kyrgyzpatent’s representatives. The meeting was dedicated to questions regarding the incoming development of the National Strategy of the KR on intellectual property and innovations.
Mr. Michal Svantner, Director of the Division for Certain Countries in Europe and Asia, WIPO, Mr. Ron Marchant, the WIPO Independent Consultant and Mr. Alexander Matveev, Senior Counselor of the Division for Certain Countries in Europe and Asia, WIPO represented the WIPO in the meeting. Mr. Bakyt Kenenbaev, State Secretary, Mr. Bakyt Samakov, Head of Law and International Agreements Division and Mrs. Gulnaz Asakeeva, Senior Specialist represented Kyrgyzpatent.
Mr. Bakyt Kenenbaev informed Minister about agreement between the World Intellectual Property Organization and Kyrgyzpatent, on support by the WIPO to develop the new national strategy.
In his turn Mr. Svantner noted that such strategy may be successful only at participation of all stakeholders – government, parliament, ministries and services, business communities, financial sector. The key role should be allocated to the Ministry of Justice, because realization of strategy assumes alterations inserting into the existing legislation, which would allow to use more effectively IP in Kyrgyzstan and to protect better the interests of right holders. He highly appreciated the KR legislation in the field of intellectual property, reminded particularly that Kyrgyzstan has been one of not numerous countries, where the Law on Traditional Knowledge was passed. Mr. Ron Marchant reminded of special emphasis at the new strategy development given to Small and Medium Enterprises, which could get large profits of its realization.
Mr. Kurmantai Abdiev, Minister of Justice said that he realized in full measure the significance of the new strategy in the field of intellectual property for country development and that he was ready to cooperate in this direction not only with the WIPO representatives but also with Kyrgyzpatent. It has interacted with the Ministry of Justice during the work for legislation improving in the field of IP. “Force of a law consists in its execution” minister said, - therefore it is very important that new strategy would be not only realistic but also taking into account a local features. We are ready permanently for cooperation and consultations in the process of the Strategy development and realization”.
