Mr. Uchkunbek Tashbaev: “The National Strategy should serve as a tool for innovative economy construction”

On March 1, 2010 the delegation from the World Intellectual Property Organization (WIPO) and Kyrgyzpatent leadership met with Mr. Uchkunbek Tashbaev, Deputy Head of the Central Agency for Development, Investments and Innovations.

The WIPO delegation was represented by Mr. Michal Svantner, Director of the Division for Certain Countries in Europe and Asia, Mr. Ron Marchant, Independent Consultant and Mr. Alexander Matveev, Senior Counselor of the Division for Certain Countries in Europe and Asia.

The meeting was concerned to joint activities for development of intellectual property and innovation system in Kyrgyzstan, a status arising of intellectual property and its key role at economic development, the forming of the national strategy in this field.

In the course of the meeting Mr. Michal Svantner emphasized the importance of joint work for the strategy forming: “For success achievement all public bodies and private sectors have to work jointly. Economic development is not accessible without a unit policy in the field of intellectual property and innovations”.

Mr. Uchkunbek Tashbaev said that at present time the Central Agency looked for ways of activities coordination among different public bodies; he also noted that a unified mechanism of development programs realization had been absent so far. He said: “Nowadays business environment has not a due understanding on necessity of investments into innovations. The national strategy must to promote these barriers overcoming, to be a tool for innovative economy construction”.

Mr. Ron Marchant emphasized the necessity to joint first of all the creative activities and industry, forming the innovative thinking in business: “People of new ideas had created big corporations but later they had lost the innovative spark”.

“Our chief task is to change people’s notion on intellectual property and innovative activity, it is necessary to create a cooperation platform” – Mr. Svantner stressed.

Mr. Ulan Melisbek for his turn said: “The new strategy should not be an abortive project. Kyrgyzstan intends to use international experience and advanced achievements of the world business community for effective strategy creating in the field of intellectual property”.
