Seminar in Dushanbe

On July 22 to 24, 2009 in Dushanbe (Tajikistan) “The automation of a modern patent office and establishment of a technology information center” seminar took place, organized by the World Intellectual Property Organization (WIPO) in cooperation with the Eurasian Patent Organization (EAPO) and the National Center for Patents and Information (NCPI) of the Republic of Tajikistan.

The seminar was aimed at exchange of experience between Patent Offices in the field of automation of application e-filing.

The seminar was opened by Mr. Sh. Najimudinov, Director of NCPI. Representatives of the Government of the Republic of Tajikistan, Eurasian Patent Organization (EAPO), World Intellectual Property Organization (WIPO) made welcoming speeches.

Mr. Serguei Zotine, Senior Counselor, Division for Certain Countries in Europe and Asia (WIPO) talked, about the role of patent information in support of innovations. In the speech he marked significance of information in development of innovation activities, also he presented some statistic data describing growth in number of the patent information.

Mr. H. Fayazov, Vice-President of the Eurasian Patent Office told about a new conception in automation of EAPO and about peculiarities region of the Patent Organization. Mr. Fayazov noted that on the one hand the processes of informatization are quite regular what facilitates its formalization, on the other hand on huge streams of information appear show higher demand to structure of organization and its equipment. It is an effect of regular use of inner and external patent and non patent founds by EAPO specialist.

At present an e-filing of Eurasian application and control over passing at all stages of examination, up to renewal of Eurasian Patent. He also noted that according to Eurasian Patent Convention at EAPO has the status of International Searching Body. One of the requirements is availability of patent documentation at minimum list of the Patent Cooperation Treaty.

Representative of Ukraine noted that shift to electronic documents circulation of the Patent Department of Ukraine is at the final stage. The Republic of Moldova and Belarus at the stage of active shift. The rest of seminar participants approximately are at the beginning and preparing stages.

Mr. Anarkan Djamankulov, the Head of Appellation Commission under Kyrgyzpatent presented a speech about automation in the field of Intellectual Property in Kyrgyzstan.
