The ICANN Corporation has postponed the question consideration on administrative function redelegation of the national domain zone “KG”.

The negotiations may be continued after elections, establishing of ingoing administration and when the main politic directions of new government in the field of Internet will be determined. At the same time the State Intellectual Property Service (SIPS) has opportunity to stand up for the right to transfer its assignment on the national domain zone administration.

A letter requesting assistance was submitted to Kyrgyzpatent by Mrs. Asel Otorbaeva, the chief editor of “SK plus” newspaper.

In Nairobi, the 37-th International Conference corporation ICANN along with the meeting of the Governmental Advisory Committee (GAC ICANN) has completed its work, in which the representatives of the State Intellectual Property Service (SIPS KR) participated .

[b][i]A new legal entity has been registered in the Ministry of Justice – the Center for the “KG” ccTLD administration under the State Intellectual Property Service of the Kyrgyz Republic. Thus one more crucial step has been made for realization of the Presidental Decree on redelegation of “KG” ccTLD administration functions to Kyrgyzpatent. Mr. Nurlan Bayaman, Director of the Center, narrated on activities of the newly established structure.

The ICANN organization responsible for regulation of site names system has approved the introduction of non-Latin domain names. As the ICANN experts note, the soon to come non-Latin domains will be the most significant change in the Global network from the moment of its creation 40 years ago.

The State Intellectual Property Service has submitted a preliminary request to ICANN for delegation of the Cyrillic ccTLD domain in December, 2009.

The State Intellectual Property Service (Kyrgyzpatent) has been appointed as the official representative of Kyrgyzstan of the Governmental Advisory Committee (GAC ICANN). On December 2009 Kyrgyzpatent initiated negotiation on entrance into the GAC and at this year beginning Kyrgyzstan was admitted to the Governmental Advisory Committee.

The departing year was dynamic and intensive for me. I thank this year, first of all, as during this time I have got invaluable experience of a public institution’s leader and I have seen on the inside the State problems. It was complicated, taking into consideration that I was living a lot of time away from the native country. So, this year it was often necessary to take the bull by the horns in literal sense, making the following critical actions:

On December 4, 2009 the State Service of Intellectual Property of the Kyrgyz Republic addressed the official letter to Mrs. Tattuu Mambetalieva, Director of the Public Fund “Civil Initiative on Internet Policy” with offer to participate in the work of the Coordination Council of the National Domain Zone “KG Administration Center ”.

The Round Table on “kg” domain zone administration, which took place last week, was organized by the National Alliance of Business Association (NABA) and ended up with a great discomfiture. Mr. George Sadowsky, the representative of ICANN – the organization managing the Internet addresses - who was invited to participate in this event, recently had to make the declaration that part of his statements during the Round Table (filtered into Kyrgyzstan’s mass media too) were misrepresented or interpreted incorrectly.
